GUID Peculiarity

I've been testing out the GUID coding on the Wiki site ( ... s[]=random). Just out of curiosity I ran the coding through a loop and found that the first character in the third batch was always a "4".

1. Is this normal?
2. If so, is there a reason for this?
3. If so, does anyone know what it is?
